Enhanced Benefits to the 2025 Solar Massachusetts Renewable Target (SMART) Program

We’re excited to share some important updates to the 2025 Solar Massachusetts Renewable Target (SMART) Program. These enhancements could bring substantial financial and sustainability benefits to municipalities and school districts across the state.

The program is administered by the Massachusetts Department of Energy Resources (DOER). The program offers direct incentives to system owners post-DOER approval, with eligible projects required to connect to Eversource, National Grid, or Unitil. Incentive rates decline by blocks, and the DOER is reviewing solar costs and project requirements. The SMART Phase I expansion doubled capacity to 3,200 MW, though energy storage for small projects remains uncompensated.

What’s New in the 2025 SMART Program? The 2025 SMART program will add 300 megawatts of new annual capacity and shift from a declining block structure to a fixed dollar-value model. This model will be based on a variety of project-specific criteria with additional incentives, ensuring greater financial predictability during project development.

Highlights for Municipal Entities:

  • Enhanced Returns: Projects like brownfield redevelopments, solar parking canopies, and low-income/community-focused solar installations will see financial enhancements increase by around 25%, offering a significant boost to project returns compared to previous years.
  • Expanded Eligibility: Municipal entities, including local housing authorities, school districts, and water departments, can benefit by evaluating projects under this newly structured incentive program.
